    I took the chain off to give a clean but when I put it back, pedaling causes the chain to skip most of the time. I’m not certain I put the derailleur back on properly when I removed it to clean around the area. It can be pedaled without issue when on a rack, and was fine before I removed the chain.

    I’ve tried adjusting the derailleur and it has lessened the problem somewhat.

    I use this to cycle a doggy trailer if that’s what’s causing issues.

    Does it need a new cassette/derailleur/both? I can send more pics if you want to see more.

    Hard to tell from just a photo. Smallest cog looks quite worn, when you say “skips” do you mean from one gear to another? Or that the pedals jerk forward when you put lots of power through them?
    If the first them probably just needs indexing. If the latter then need a new cassette or just the smallest cog if you can find a replacement
