So I have worked little bit on this Panasonic Pr2000 and there is strange bracket on seat stay on the drive side. Maybe someone could help me to solve this mistery and tell the purpose of this bracket?

Chain hanger. Holds the chain up when you remove the wheel.
Don’t pull it out. You will loose frame-air ;-).
This chainholder is one of the intelligent and helpfully details some manufacturers used to have in former times. Panasonic is/was a high-end brand. Nowadays you don’t see them anymore because they only do steel. I think they still build Keirin frames.
