Waist is right between 30-31 inches, men’s suit jacket sizing is slim 38S (Short).

A) If it zips, it fits. That looks about right to me.
B) Don’t put cycling stuff in the drier. Wash on cold and gentle and hang to dry. Prevents shrinking and will greatly increase the lifetime of your stufd
