It’s an older bike with an aluminium frame and a partial Sora group set, I’d say not.
If you’re 5’11”-6’1″ or so, $500 wouldn’t be a terrible price for this bike.
And rim brakes were the standard for ~100 years, they’ll stop you just fine.
150 to 200$. Check sales you might get a bike new or ex display for 500$
