New to diy bike maintenance. These stretchy bits on the inner tube are no good, right? Also could I have possibly done this myself on accident taking off the tire and tube for the first time?

Looks like the tube wasnt put on corectly, these marks happen when the tube has a fold while inflated in the tire

Improperly installed tube, those are bunch/scrunch up marks because it was stuffed in without making sure the tube was seated properly. That or you’re using a 700/32+c tube in something like a 28 and below. Or mfg defect.

Next time put a little bit of talcum powder in the tire before installing the tube. Rub it all around in there. It keeps the tube from sticking to the tire. Also, and this may be overkill, I inflate the tube to full pressure, then deflate it completely. Then inflate to riding pressure.
