They are both about the same price, just wanted a second opinion on what you think is best. The specialized has high end carbon wheels, and is very well maintained.
The Norco has the newer 2×11 version of the 105 groupset with hydraulic discs vs the older 2×10 105 on the Tarmac. Both are QR but I suspect the Tarmac is using the older style 130mm rim brake hub spacing in back vs the 135mm used on QR disc brake bikes, before the more recent switch to 12x142mm thru axle

Unless you live in an extremely hilly area or ride in wet conditions, I’d rather have the Tarmac.
High end wheels, most likely a few pounds lighter, red groupset, and personally I’m a fan of SRAM doubletap shifting.
