SRAM uses dot fluid and i suspect that’s what it is. It’s pretty agressive so I would take it to where you got it and ask them about it and have them make sure there’s nothing wrong with the brake.

I’d be worried it’s caused by DOT fluid from your brakes. I’ve hard it’s highly caustic stuff which eats rubber.
Edit: the reason everyone suspects DOT fluid is that the screw on top of your lever is the DOT fluid reservoir screw. If the person who filled it was sloppy and didn’t clean up their mess it could have eaten at the rubber of the hoods.

That looks like the salt in the sweat of a roller bike, which chemically reacts with aluminum to build this white powder thing you see.
Definitely not a new bike (or at least not a new handlebar)

SRAM really need to stop using DOT fluid. If that’s what this is it was a very sloppy install. But I’ve spilled mineral oil and it doesn’t do this nor is it toxic to man beast and machine.
The other possibility is sweat. But that is a serious amount of sweat for just a test ride.
