Imho, better to replace it with a small piece of sandpaper. I think the only downside is crappy sandpaper can loose some if it’s grit, but nothing a bit of blowing can’t fix and imo it works better than these pieces of metal.

You only REALLY need them for patches that utilize rubber cement/glue. Most modern glue-less patches don’t NEED that, but also not saying that scuffing doesn’t help. Most glue-less patches come with a small sandpaper square that does the same in a lower profile package.

The UCI makes you kneel on these if they catch you wearing long socks. There are two, one for each knee while you genuflect to the book of rules.
Otherwise you use them to rough up the tube before applying glue and a patch, part of the vulcanizing process for rubber.
