What do you mean seems heavy? Based on what? Depending on your local market it may not be a _terrible_ deal but I’d be much happier staying sub 200 as I’d personally want to change a few things. This is one of those bikes that looks a bit dated and goofy the way it’s set up, but could look quite modern and fast with fairly small upgrades. Compact drop bars nearly wrapped in black bar tape, a suitable stem and a less chunky saddle would vastly improve the look of this bike, but wouldn’t exactly be free.
This is assuming the bike is in good working order, the brake tracks still have lots of life left in them (the wheels are kinda cool with those grouped spokes), and I’d want to not have to change the tires in the foreseeable future be cause they can be quite expensive. In one of the pictures the bike has a weird touring tire with chunky tread and reflective stripe – idk which of the photos is the more current but you don’t want to be riding this bike with that tire on.
Most importantly, with the scuff marks on the derailleur I wouldn’t be surprised if the derailleur hanger were bent out of whack. They’re replaceable but might be a headache to find, not sure for this particular model. If it is indeed bent it won’t shift well no matter what you do – a good bike shop may have the appropriate tool to straighten it but that won’t be free either of course.
