Make sure you have the right bearing and cup. Some are slightly different.
The bearing shouldn’t extend beyond the cup, but whatever interfacial piece comes next should. This is to provide clearance for the stem and fork crown.
What headset? New or used? Hard to give a really clear answer without that – look up a manual for your headset too, might help.
