It’s easier to tell with the mech on, as it’s longer and easier to see, but I would say yes. I’d also say for the £10 it would cost for a new one, if in doubt just swap it out.

Do the water test, put the hanger in a cup of water, if it sinks, you need to replace the hanger

Might as well take it off, put it on a flat surface and see if it wobbles.
Hanger alignment tools are quite cheap by the way and allow you to detect and fix a minor bend.
It’s also always a good idea to have a spare hanger at hand, they often take weeks to ship.

It is not possible to eyeball a hanger. It looks bent, but you need a gauge to know for sure. If you don’t have one, take it to your LBS to have them check it.
Since the mech is not on the bike, if you brought this to my shop, I would check for free, but charge $5-$10 to straighten if bent.
The guy telling you to see if it sinks is taking the piss, btw. It is aluminum. It will always sink.
You could also order a new one, but there is no guarantee it will be straight once you install and compress it with the wheel reinstalled. It’s not a bad idea to get a new one as a spare, anyway, and it’s so small it would take barely any space in your toolbox.

Get an alignment tool and check. But if if the shifting isn’t working and there is nothing else wrong, then it could be bent. The bottom does look off to me.

Yes, it’s bent. You need the hanger alignment guage to bend it back.

There’s a series of tests to prove if it’s bent or not, but firstly, have you either banged, knocked the hanger or dropped the bike drive side to bang the hanger?.. Is it not shifting correctly?.. Because that would be the telltale sign..

Are you having shifting issues that won’t go away even after doing a full indexing process? If so, I would take it to a shop and tell them exactly that, and say you suspect the hanger is bent but are not sure.
If it’s shifting fine, don’t worry about it. If it isn’t shifting fine, index and you haven’t indexed your gears properly, do that [https://www.youtube.com/watch?v=UkZxPIZ1ngY](https://www.youtube.com/watch?v=UkZxPIZ1ngY)
Edit: Even if you’re not having shifting issues, do the above. Particularly the part where you make sure your limiter screws keep your rear mech from pulling behind your sprockets. The worst thing is when your hanger gets bent, and then when you shift it pulls your chain behind your wheels, destroying everything at the back of your bike.
