Sorry for the bad video, it's hard to film and hold the bike. Basically, when I put any weight on my bike, the whole rear wheel shifts back and forth. It acts as is the axle is loose, but I've checked several times and the axle is fully tightened. Any idea why the wheel might be shifting around like that?

Looks like the wheel is moving side to side, possibly your axle or hub is broken? Is the frame flexing? What kind of bike is it? Did you do anything differently recently, maybe crunched it off a curb or dropped it on the footpath outside a shop or something? It’s quite difficult to diagnose using your video.
Could be a broken axle like the other commenter mentioned, or just the cones need to be adjusted. I agree that the video makes any diagnosis super difficult.
