    Could be a sticky freehub or an extremly smooth bottom bracket. Both are not really an issue as long as the crank stops when you hold it.

  2. It’s not a big deal unless it’s affecting your pedaling or coasting (i.e., your bike becomes a fixie). If you were competitive cyclist, it might be worth fixing to get rid of the drag, but why bother for a city bike? If the wheel hub is making a lot of noise that’s a different issue (there is no sound on the video).
