When my back wheel spins freely, it pulls the chain a little bit. Is this normal? If not, what’s the fix?

Could be a sticky freehub or an extremly smooth bottom bracket. Both are not really an issue as long as the crank stops when you hold it.
Chain too tight will do this.
It’s not a big deal unless it’s affecting your pedaling or coasting (i.e., your bike becomes a fixie). If you were competitive cyclist, it might be worth fixing to get rid of the drag, but why bother for a city bike? If the wheel hub is making a lot of noise that’s a different issue (there is no sound on the video).
