Multi-speed bikes have a rear derailleur that includes a tension arm that’s spring loaded in order to accommodate the slack in the chain necessary to go from the small-small gears to the big-big gears.
Because of that spring-loaded arm on the derailleur, the chain is tensioned but it is not solid/taut like it would be on a single-speed bike.
In other words, I’m not seeing anything in your video that isn’t normal. Can you describe what the issue is that you’re perceiving?
If your chain length hasn’t changed and your cassette/chainrings haven’t changed, then maybe it’s your installation. Is your derailleur installed to the hanger correctly? Also are you certain the chain is sized correctly for that chainring/cassette combo? Shimano has manuals that describe the proper chain length.
You didn’t mention that you recently changed the chain – my guess is that it’s not the right length. Can you show us the same picture in the biggest and smallest cogs?
