

How can I rotate the split ring so my brake lines will align with my stem and integrated handlebars? While trying to lower the stem I noticed it has been missaligned from factory.
I have removed the compression plug but the split ring won't move.
Also, isn't the compression plug supposed to sit flush on the steerer?

If there is lots of friction meaning you can’t rotate the compression ring easily, you could lightly push the fork out of the frame (pickup the front end of the bike and lightly push steerer down) moving the fork further “down” and the compression ring hopefully “up” on the steerer, then reseat the fork into the frame. Rotate compression ring to correct cable position. Carefully reinstall all parts. Your compression plug does indeed need to sit flush with the fork, you should hopefully be able to lightly undo it and push it (or the LIGHTEST tap from a plastic hammer or block of wood) into the steerer assuming you haven’t lost the wedge. As an FYI most manufacturers suggest installing the bars before tightening the compression plug to the proper torque.
