You might be able to ride with it. But I would absolutely return it. Damn, that is just some bad QC. Well another brand I will newer buy from. Sigh.

That’s a resin/fiber void in an area that is generally made by compacting a bunch of shredded carbon fibers into the required form. Assuming it’s made the way most other frames are made, the entire area is basically solid carbon and resin – it’s not thin hollow walls like the tubes of the bike. It’s likely completely fine to use.
However, for your peace of mind, you should contact Bianchi about it. It’s clearly a manufacturing defect, even if it (likely) has no actual impact on the safety or durability of the frame. They might just tell you not to worry about it. Or they might send you a new frame.
If you do decide to ride it, just inspect it occasionally and compare it to these photos to see if it’s worsened at all.

That cannot be new. If so, I guess the QC/QA control got thrown out the window. I would not buy that as a new bike frame……..

Looks like a potentially easy starting point for a crack or something to form… I wouldnt. Could be fine for years and one day without you noticing it starts to split and you know the rest.. I’d see what’s going on with the manufacturer ask them
