Just put a brand new chain on. Tore the derailer apart and cleaned it all up. Reset my hi and lo stops. I'm worried the derailer may be bent.

I can’t tell from this angle but the 2 things that will do this kind of thing a bent hanger/rear derailleur or cable tension. The angle that the camera was at doesn’t show it – it needs to be exactly right behind looking straight forward at the rear of the bike. A 50° angle won’t show us what we need to see.
Check b-screw, lower it a bit til shift fine in all cogs. If there’s rumble turn the other way.
Check chainline and if the wheel it’s sitting at buttom of dropouts
Check rear derraliour for any sign of resistance and Apply wd on moving parts.
How hard You need to push shifters? Maybe Cable housing
You could have a stiff ⛓️ n link that is getting set in a certain position while moving over the jockey wheels.
Yup, most likely a stiff link, possibly combined with a slightly bent tooth. If it was the hanger or derailleur, the problem would be almost constant. I once had the same thing with a new cassette and new chain: it was one tooth on one sprocket…The problem disappeared soon enough, with running in.
