    Yes. The limiting factor on tire width is clearance to the frame (usually).

    The 622 here refers to the diameter of the tire bead (which is a 700c tire, confusingly). The 15 refers to the inner width of the rim. The tire will have a wider external width than this— maybe 23, 25, 28, etc.

    Usually yes, but check your clearance. My Specialized Sirrus came stock with 23mm tires and I was able to go to 25mm, but 28 would not fit.
