I have some movement in the axel of my Shimano HG hub. When I remove everything and check the axel itself on its own it's not that bad
, but with the wheel on it's quite pronounced. Can this be fixed DIY? I wasn't sure if the axel is the issue and can be replaced?

Adjust the bearings. If you can’t eliminate the play, check that the axle isn’t broken.

Maybe your hub axel needs some silght tightening or your bearings are shot.
That is not a Shimano hub. To know whether you can correct the issue, you will need to identify if it has cartridge bearings (not adjustable but can be replaced, albeit with relatively expensive tools) or loose balls in races (adjustable, but may be damaged beyond repair).
Hub needs adjusting, and possible overhaul from damage riding it loose.
Edit: please don’t do this yourself. Have someone teach you in person first.
correction: it’s not a Shimano hub, this one of those Chinese Novatec hub carbon wheels I got years ago
