I saw somewhere this kind of rack, that doesn’t have a top platform, just something to put a few cages. They are to put on each side of the rear wheel, so you can put two of them at once.

Old man mountain Elkhorn though it has platform for bag or panniers, but also has cages mounts. So it’s best of both worlds
