Probably just superficial scratches and the mount has shifted.
You can loosen the mounting thing and readjust is or just try to force it back.
IMO best practice is probably to remove the the bartape to be able to inspect the handlebars in case they cracked. Then adjust the lever to the position you want and redo the tape.
All in all this is most likely an easy fix if nothing is broken.

The shifter being displaced is no biggy but I would take it in to check that there is no other damage

Under the rubber hood there’s a bolt that tightens the lever’s attachment to the handlebar. Loosen it a little so that you can easily rotate the lever back to its correct position. Finally tighten the bolt.
I would just ignore the scratches if the lever works fine. Maybe use a file if there’s anything sharp that feels unpleasant to your fingers.

They should be able to move like that in a “tumble”. Tighter and they snap your bars (ask me how I know). Pull back the hood, unwrap the tape, loosen the shifter, inspect the bars, tighten the shifter, wrap the bars. Ride again.

Some narrow tires!

You bend it back. If you can’t, loosen the screw holding it, bend it back, tighten the screw again.
