The steering felt quite “crunchy” and unresponsive so I disassembled it to see this. I don’t think it’s rust, since it can be somewhat rubbed away. How can I fix this?

WD-40 or another solvent, rubbing alcohol, a microfiber towel, and elbow grease! I’d check the balls in the bearings to make sure they’re not damaged. When you’re reassembling make sure to use grease on both bearings
Any grease is fine. A headset barely even turns. Proper adjustment is more important.
thats like a mild amount of gunk, for what it’s worth. astonishingly little amounts of grease though
Update: Seems like the issue came from the stem cap being too tight. I’ll still clean the steerer tube though.
Mild and normal. It’s just mainly old grease
