It's secondhand on Craigslist. I want to go on tours with it. It's a chromoly frame and here's more info from the Craigslist posting:
14-speed speed shimano indexed
Front canti and rear v-brakes
New chain and bar tape
Any advice on how to choose a secondhand bike for touring would be appreciated, thank you!

It’s a fair price but it is a very small size. It is good for someone no more than about 5’7″ tall probably.
