Everyone has to learn. This is not a stupid question. The rim is bent WAAAYYY out of shape. That cannot be fixed. The rim needs to be replaced
Anything less than 10mm deviation can usually be trued. A rim that’s actually bent (this) can’t
I once got a wheel close to this repair.
Some fucker tried to steal my bike, He couldn’t beat the lock and as “revenge” he fucked my rear wheel.
That being said, it was done by a neighborhood that used to own a shop, was retired but did some stuff for friends with the equipment he didn’t sell.
He took pity on me and offered to fix it for free as I was 18 and broke.
I don’t know if it would be cost effective for a shop to even try. Also 0 warranty it will end well.
Replace.
A skilled mechanic might be able to bend it back into shape, and then do a passable job of truing it, but the spoke tension would be wonky and the rim would probably have a noticeable hop in it. And it might fold back in half the next time you hit a big curb.
This is a good opportunity to upgrade to an aluminum rim, or to buy a nice used bike if the replacement wheel is more expensive than the bike’s value.
The hub looks old so the wheel has its history. Without knowing even a littlebit of that I would suggest to replace the wheel. A repair would cost the same as a new wheel and even if the repair would be successful there are many factors that the repair would not last.

I would not try to true that! Ok, that’s a lie… I’d try, just to see if possible. I’d refuse to attempt to true this for someone else paying me to fix it.
That’s replace the rim or the whole wheel level of F****d.
Looks worse than it is, should straighten back out again.
Try laying it on the floor and standing on the peaks to put it back into a bit of an easier shape to work with
