I had a redline 30yrs ago.. great bike
If I went by the forks and bottle cages I’d say the 90s. Early, going by the fork.
The serial number may help. Check the underside on the bottom bracket or possibly even dropouts. Definitely looks 90’s, maybe mid to late.

That is an early Manitou shock, I think the Manitou 2. I bought one of them to upgrade my rigid Cannondale in maybe 1993 or 94. So my guess is right around then.
