I don’t think that’s in the right place but I may be wrong.
The tail goes into a hole that’s in your adapter and it will clamp the bolt head with teeth on the inside (of the head of the retainer) and teeth on the outer part of the bolt head.
I usually see this on forks of road bikes, not on the back brakes.. But then again I could be wrong.

That little plastic clip is extra security that the fixing bolt won’t come loose. Shimano used to require self tightening safety wire; I just think they are scared of screws coming loose.

To retain the bolt, of course!
It’s an added mechanism to help prevent the caliper bolt from backing out.

Unlike safety wire, these brackets are much easier to install. Again, unlike safety wire, they don’t prevent bolts from loosening; only from unscrewing completely and falling off. Their main purpose is to prevent lawsuits.

There is no real purpose. If the bolts are tight they won’t move.
As a mech. I always take them off, they are in the way and do nothing anyways.
