Currently the tire is on 29×2.1 do you think it would be better to switch to 26/27.5 size wheels or change the tire to a smaller gravel tire maybe 29×1.9. Thanks

What size is the rim, almost looks like a 29er in a 26er frame.
That is not a 29 frame thats for sure. You could try some 28×1.7(max size) tires but that will be super close clearance.
