It seems to be a tube connector for pressurized gasses like this one. They clamp the tube and in your case your valve with some metal wedges. They are released by pressing down the blue plastic part (black in your case) and pull the connector off.

It’s a pump adapter for pests or shearer depending which side is inserted in the pump.
