Did you loosen the side bolts? It looks like they aren’t even in there from the pic so I’m assuming you did.
After applying the red paste they give you, don’t be afraid to push it a little, then screw the top cap screw down first and then the side two. My understanding is the top screw actually clamps it together and then the side bolts keep the alignment right.
I found this part of the setup on my grail a little frustrating the first time – similar bar/stem.
