Declaration is hi-tensile steel so comparable bikes can be had around $200 new. For another $100, you can get something much better, also new, like the Motobecane Uno Outcast.
So I’d say $100 would be my top offer, and that’s if I was going to ride that bike. Which personally, I wouldn’t. I rode that bike as a messenger for a year and a half and boy was it a nice upgrade to get on some cromoly steel after that. I’ll never go back and now I say friends don’t let friends ride high ten.
