Isn’t it part of a rear view mirror kit? Does your bike have a rear view mirror?

I thought that was the slant brake off of an AK and then I had to check what sub I was on

If it was in the bars then it is from an end-plug or some other handlebar end mounted something. When they removed it, they probably just back to screw out all the way and forgot about that part.

looks like the wedge from the bottom of a quill stem. keeps the stem in place using friction
