Rust on steel frame

I’ve neglected my steel frame in storage for a while, and I’ve just pulled it out and there’s a lot more rust on it than I thought

Is this too much rust, especially given the locations? The spots I’ve photographed are on the rear chainstay, and bottom bracket shell

It’s a touring frame that I’d hoped to use to take my daughter to and from school so if there’s a serious risk of failure I’ll bin it off
