Sorry if this isn't a good place for this, but I'm hoping someone can help me out. My girlfriend's little brother has a mountain bike and had an accident. Afterwards, a small nut/ring was broken. I'm not sure what to call it, but it seems to secure the front wheel fork to the handlebars. Please see pictured item and location on bike. Both the plastic ring and the metal threaded nut part broke. If I know what to look for it looks like a simple fix of removing the handlebars to replace.

The bike is a Vertical PK7 if it matters.
