It’s an integrated part of the front rack that’s made by Work Cycles for their Fr8 bike. I have no idea how you would get one other than that because they don’t seem to give it a name.
You can get centre stands that do a similar job but not as integrated.

If you have a lot of weight in a front basket, as in the photo, a standard rear mounted kick stand won’t do the job. Instead you need something to stabilise thenfrontnof the bike hence these large stands.
Seems like a long tail would be more efficient and handle better but presumably there are reasons bikes are made like this.
