I’m looking for a lower stack headset bearing cover for my specialized status 160. I already tried a hope IS42 headset cover but that just ended up scratching the paint off and coming loose.

Depends on the bearing and upper race. To guarantee it works it needs to match the existing one or just get a complete new upper headset from somewhere that does mix and match ones
