Had a bad rear axle, opened it up, not only was the rear axle broken but found out that my bike only has 7 bearings with a retainer in the back! Is it okay or should consider on upgrading in the future.

Factories like them because they make hub assembly faster. They’re inferior in every other way. You should probably be able to fit 9 balls per side now. Might as well replace all with new as they’re inexpensive.
