Contemplating Upgrading My Cannondale Synapse Disc Sora

I'm kicking around upgrading from my Cannondale Synapse Disc Sora to a Cannondale Synapse Carbon 3L and am wondering if this is enough to warrant an upgrade?
I ride 2000-4000 miles a year, mostly for fitness, averaging somewhere around 50-60 feet of elevation per mile. I think I like the idea of 11 speed and carbon. I also think the current frame might be a smidge big for me at 56cm (I am 5'11 210lbs), so would be buying a 54cm. I have shorter legs (inseam approximately 31) and a longer torso.
I currently am looking at a slightly used one for $1700. Would you all make this upgrade at that price point? Should I be looking to push my budget for a bigger upgrade?
