I picked up a generic claw hanger but didn't really fit due to the angle. It's on an old 90s Apollo road frame. Any help appreciated as builing it back up. Should have thought to keep the old hanger but it was bent and I chucked it without thinking.

I recommend the generic claw! The adapter should be able to be aligned along your dropout – it certainly looks long enough. I wonder if the nut that holds the claw in place was perhaps attached to one of the fender/rack eyelets, instead of backed up into the dropout?
