If its a cassette you will have to peddal backwards to go fakie (backwards) cant tell what the issue is with the Video.
If it’s a cassette it looks perfectly functional to me. If it’s a free coaster, most of the time you have to engage the backwards coasting ability by cranking back about a half crank and then it allows for coasting backwards. If that’s not working, it might have some kind of manual switch to change between cassette and freecoast. If those don’t work, might want to bring it into your local bike shop and have them take a look.
