    No, they did not. they probably did not ream and face your headtube so your lower cup did not slide in easily when they pressed your headset in. The resistance can then give the feeling of the headset being all the way in while its not. Just take it to your LBS, point at the gap and tell them you want them to make it disappear.

    Edit: do avoid the mullet. If you want to take care of it yourself, buy a cheap headset press.

  2. Depending on the headset used the inner flange inside the frame might be pressed up against the frame as far as it goes.
    If they used a headset press then you can believe that it is.
    It’s not unsafe even if it’s not seated all the way, it would eventually seat itself and all that would happen is your fork/stem would have a bit of wobble.
