Bought this bike recently, frame is the perfect size but the steer tube was cut very short. I’ve never installed or done maintenance on a fork/steer tube and I’m wondering how hard it is or if it’s possible to swap the steer tube?

No, the steerer tube and the fork are one item. You would need a whole new fork, and they have many measurements that must match, not just any fork will work.
Alternatively, get a steerer tube extender. It will bolt onto your existing steerer tube and get you another 3 or 4 inches of height.
