Right this is a female axle, so this bolt goes through the peg and holds the pegs and the wheel onto the fork/frame dropout.
I managed to put pegs on my front wheel fine. I don’t understand what the problem is. Hold the peg put the bolt through peg and screw it in.
You can still run pegs with a female hub, just put the bolt through the peg first then screw it into the axle. You can disregard that notched washer as well, it’s only included to meet safety standards and it’ll only get in the way if you’re using pegs.
