The ‘ hoopy’ bit is there for extra stabilisation & prevents the ‘gnashy’ bits suddenly entering the front wheel spokes which can cause regrets.

Very important yes, the weight of the bags will make the racks flap about without it, causing a nasty situation involving your spokes

Hmm I did think it was for stabilisation the thing is it seems super stable and my bags aren’t that heavy. It just looks so dumb 👎 ah well better safe than sorry I guess.
