Not enough of the frame is visible but my initial instinct is those look like fender mounts.
I’d look into a Robert Axle Projext axle with rack mounts and a seat post collar with axle mounts like Axiom makes if you don’t have mounts above.

Maybe the Thule pack n pedal? The side frames are sold separately.

Old man mountain Divide or Elkhorn. They mount to the axle via a robert axle and secure to seat stays via pucks and these fancy zip ties. You select a “fit kit” to get the right axle and they send along all the hardware you need. Since they are mounted to the axle they hold a ton of weight.
