No, that is not normal. Ball bearings should not make any sound and feel complertely smooth. Replace it – I have seen replacement bearings online for 10 bucks.
online i’ve found this review: “they have replaced them with a zinc coating, while they feel rougher initially, it will smooth out over time and the coating will make them much more resistant to rust.”

Return. I got a set of pedals (not CC) where one side was rough like gravel had gotten into it but it appeared brand new. Phoned for a return and they attempted to tell me “they wear in and smooth out over time”. Bullshit. Bearings should be smooth from the get go. After some back and forth, they took the return
