Downtube shifters imply that it was made before integrated gear/brake levers were ubiquitous. They were introduced by Shimano in 1990, Campagnolo copied it in 1992, by the end of the 1990s I doubt you could have found a Giant bike anywhere with downtube shifters. Also that clip-on aerobar looks early 1990s to me.
