Just got a new bike and had to put the handlebars on, but the mount for it always looks off. I’ve tried reversing both metal pieces, all the screws are the same, and I tighten a quarter turn at a time in a star pattern. Not sure if this is how it’s intended to be, or if I’m doing something wrong.

Looks like you’ve installed the stem plate in the incorrect orientation? Either need to filp them 180deg or switch them round
They are upside down and backwards. Swap left to right then turn over. Should line up.
What is the diameter of the handlebar’s clamp area, and the stem’s clamp?
Upsidedown?
You say you’re tightening them a quarter turn at a time, which is good, but are you tightening them to the correct torque?
Looks to me like if you were following that procedure that it’s over tightened. Although I’d expect the bolts to snap/strip before the stem deforms.
How much have you tightened them? They look like they’ve been over-tightened and stretched out of shape.
Did you start out with the idea that the gaps should be closed? That would be wrong.
Looks like it may have been over tightened and deformed. Hard to tell in a picture though.
Either this is just a really low quality stem, or that faceplate doesn’t belong to it.
