Looks solid for 150. Try to bring it down closer to 100 if you can but I wouldn’t mind paying for a clean frame like that. Paint looks great. Make sure the seat tube isn’t seized and you’re good to go.
Rarely hurts to haggle, but $150 is a very reasonable price for that bicycle.
