Basically title. I picked these up for free and I've never seen screws in that location on caliper brake pads, and I can't really guess what their function would be.

Wear indicators.
When your pads wear down far enough, these plastic screws hit your rim and start making noise, reminding you to change your pads.
….unless your rim is a shallow box-section, it which case they will miss it entirely 😀
