What is this noise. Bike mechanic cant figure it out. Sorry the wind is in the way. I did capture the sound though. . . Thank you. Mechanic loosened fenders, no visible rubbing. Only makes this noise with a rider on it.

Sounds like the tire is rubbing on something. Might be hitting a brake pad.
